IGDIR UNIVERSITY ORAL AND DENTAL HEALTH APPLICATION AND RESEARCH CENTER REGULATION
CHAPTER ONE
Purpose, Scope, Basis and Definitions
Purpose
Substance 1 – (1) The purpose of this Regulation is to regulate the procedures and principles regarding the objectives, fields of activity, management bodies, duties of the management bodies and working method of Iğdır University Oral and Dental Health Application and Research Center.
Scope
Substance 2 – (1) This Regulation covers the provisions regarding the objectives, fields of activity, management bodies, duties of the management bodies and working method of Iğdır University Oral and Dental Health Application and Research Center.
Basis
Substance 3 – (1) This Regulation has been prepared based on subparagraph (2) of paragraph (d) of the first paragraph of Article 7 and Article 14 of the Higher Education Law No. 2547 dated 4/11/1981.
Definitions
Substance 4 – (1) In this Regulation;
a) Department Head: Heads of Departments of Iğdır University Faculty of Dentistry,
b) Department Head: Iğdır University Faculty of Dentistry Department Heads,
c) Dean: Dean of Iğdır University Faculty of Dentistry,
c) Faculty: Iğdır University Faculty of Dentistry,
d) Faculty Management Board: Iğdır University Faculty of Dentistry Management Board,
e) Center: Iğdır University Oral and Dental Health Application and Research Center,
f) Director: Chief Physician who is the Director of the Center,
g) Deputy Director: Deputy Chief Physician who is the Deputy Director of the Center,
g) Rector: Rector of Iğdır University,
b) Senate: Iğdır University Senate,
a) University: Iğdır University,
i) Board of Directors: Refers to the Board of Directors of the Center.
CHAPTER TWO
The Center's Objectives and Fields of Activity The Center's Objectives
Substance 5 – (1) The objectives of the Centre are as follows:
a) To provide practical education and training opportunities to undergraduate, graduate, doctoral and specialist students of faculties, institutes and colleges related to oral and dental health, to train health personnel who have gained experience in all areas of oral and dental health education, to prepare the conditions for scientific research for academic staff and students, and to ensure their self-development and contribution to science,
b) To provide a high-quality and modern diagnostic and treatment service that is in line with the requirements of the age, in line with the needs and expectations, and respectful of patient rights,
c) To contribute to the training of dentists and specialist dentists,
d) To contribute academically to the education and practice of students who continue their associate, undergraduate and postgraduate education in the field of health sciences at the university,
e) To cooperate with faculties, institutes, colleges, application and research centers and other institutions operating in the fields related to health services within the Faculty of Medicine and the University in order to provide scientific education-training, research and application opportunities; to increase the efficiency and quality of education and health services,
f) To prepare scientific research conditions for medical research and applications to be carried out at the highest level, to operate in line with the principles of contemporary hospital business management and to ensure that accessible quality health services are provided,
g) To support the training of auxiliary health personnel.
Fields of activity of the center
Substance 6 – (1) The centre's areas of activity are as follows:
a) To provide outpatient or inpatient observation, examination, diagnosis, treatment and rehabilitation of patients by applying interventional surgical techniques within the scope of treatment protocols of dentistry specialization disciplines within the center, with local and general operating rooms, and to establish units related to this subject,
b) To establish a community oral and dental health unit that provides field services within the scope of preventive dentistry practices and the relevant legislation, and to cooperate with public institutions and organizations and non-governmental organizations that can support this unit in field work within the knowledge of the Rectorate,
c) To provide services in the field of oral, dental and jaw health and to conduct research and applications on this subject,
d) To ensure cooperation with clinical branches and other disciplines on public health research,
e) To enable the development of joint projects with public institutions and organizations related to the Center's objectives within the scope of the relevant legislation,
f) To identify the knowledge, behavior and deficiencies of the society regarding oral and dental health and to develop projects to eliminate these,
g) To ensure that university students gain awareness of oral and dental health and take active part in the Center's projects, to carry out encouraging educational activities for this purpose and to support those who want to work in this field,
h) To cooperate with public and private sector institutions and organizations within the scope of relevant legislation when necessary for the development of a healthy society,
i) To prepare projects, organize certification and training programs, provide similar services such as courses and congresses, and make scientific opinions in line with the objectives of the Center for national and international public and private sector institutions and organizations within the scope of the relevant legislation.
j) To publish books, magazines, brochures and similar publications, and to organize programs in written and visual media outlets in order to inform and educate the public about oral and dental health,
k) To carry out other activities that the Rectorate may decide on in line with the objectives of the Center.
CHAPTER THREE
The Center's Management Bodies and Their Duties The Center's management bodies
Substance 7 – (1) The management bodies of the Center are as follows:
(a) Director
b) Board of Directors
Director
Substance 8 – (1) The Director is appointed by the Rector for a three-year term, on a permanent basis, by the Dean of the Faculty of Dentistry from among the academic staff of the University Faculty of Dentistry.
(2) When the Dean's term ends, the Director's term also ends automatically. The Director whose term has expired may be reappointed in the same manner or may be dismissed by the Rector before the end of his term.
(3) The Director is responsible to the Dean for the coordinated execution of the administrative, health and educational services of the Center.
(4) When the Director is absent from duty, he/she appoints one of his/her assistants as his/her deputy with the knowledge of the Dean's Office. The term of the deputyship cannot exceed six months. If the deputyship lasts longer than six months, a new Director is appointed.
Duties of the Director
Substance 9 – (1) The duties of the director are as follows:
a) To take and supervise the necessary measures for the execution of the services of the Center, the determination and provision of its needs, and to carry out the necessary work in accordance with the relevant legislation provisions for the effective and efficient execution of revolving fund activities,
b) To prepare the strategic plans necessary for the development of the Center and present them to the Board of Directors,
c) To prepare and justify proposals regarding budget and administrative staff needs and submit them to the Board of Directors,
d) To develop, implement and supervise the necessary computer automation programs within the Center,
e) To carry out its duties in accordance with the quality management system policy, objectives and processes,
f) To fulfill other duties assigned by the relevant legislation.
Deputy Director
Substance 10 – (1) Upon the recommendation of the Director and the Dean, a maximum of two people from among the academic staff of the University Faculty of Dentistry may be appointed as Deputy Directors by the Rector for a period of three years. Deputy Directors assist the Director in carrying out the Center services determined by the Director.
(2) The Deputy Director shall act as proxy for the Director when he/she is not on duty.
(3) When the Director's term ends, the term of his/her deputies also ends automatically. The Deputy Directors whose term of office has ended may be reassigned in the same manner or may be dismissed in the same manner before the end of their term.
(b) Board of Directors
Substance – (1) The Board of Directors is chaired by the Dean, or in his absence, by the Director.
(2) The members of the Board of Directors are: a) Dean and Vice Deans b) Three people appointed by the Dean from among the academic staff working at the Faculty of Dentistry c) Director and Vice Directors
(3) The term of office of the members of the Board of Directors is three years. When the Dean's term ends, the term of office of the members of the Board of Directors ends automatically. In the event of a tie, the decision is deemed to have been made in favor of the President's vote.
Duties of the Board of Directors
Substance 12 – (1) The duties of the Board of Directors are as follows:
a) To take the necessary decisions for the management and operation of the Center in accordance with the relevant legislation,
b) To prepare layout plans and ensure coordination for the effective operation of the center's active clinics and laboratory units, administrative units, common use areas and newly established units,
c) To evaluate the work reports and statistical data prepared by the Director and to make suggestions for the development and improvement of the Center's activities when necessary,
d) To establish the necessary units, clinics, laboratories, diagnostic and treatment units for patients and training units for the center to provide better health services and to prepare the management principles of these units in cooperation with the relevant units,
e) To examine the personnel and other resources of the Center and to prepare an opinion on the Center's plans and programs to be presented to the Dean's Office,
f) To perform other duties assigned to it in accordance with the relevant legislation.
CHAPTER FOUR
Miscellaneous and Final Provisions Units and departments of the Center
Substance 13 – (1) Working groups, commissions, committees, units and affiliated units may be established at the Center in order to increase the quality and efficiency of service and education in the required areas in accordance with the relevant legislation. Their working procedures and principles are determined by the Board of Directors.
(2) Those responsible for the operating rooms, inpatient services, polyclinics or laboratory services in the Center and related units, as well as the administrative affairs of the Center, are responsible to the Dean and the Director.
Cases where there is no provision
Substance 14 – (1) In cases not covered by this Regulation, the Higher Education Law No. 2547 and relevant legislation and the decisions of the Council of Higher Education and the Senate shall apply.
Force
Substance 15 – (1) This Regulation shall enter into force on the date of its publication.
Executive
Substance 16 – (1) The Rector of Iğdır University shall execute the provisions of this Regulation.
